Yes, I believe that you must be rated either 20 or 25 times to have a post rating.

If you are "Not Rated yet" you don't have as many priviliges as someone with a >3 rating but more priviliges than someone with a <2 rating

I believe that what Maybach means is that usually posts of people who spam often tend to be ignored. Other than that, I believe that FTW is the only place where post rating gives you more "privileges".
