A town in India has a population of 20,000 people. 5 per cent of them are one-legged, and half the others go barefoot. How many sandals are worn in the town ?

So we know that everyone that has one legs wears one sandal. And half the others wear 2 sandals. Thus we have $20000\cdot.05+20000\cdot\frac{19}{20}\cdot\frac{1}{2}\cdot2=\boxed{20000}$ .

BTW, town of India?

But people who have 2 legs wear 2 sandals so 20,000 x 0.05 (the sandals on the people that have 1 foot) + 20,000 x 0.95 (the sandals on the people that have 2 feet) = 20,000 sandals!

5% of the people in the town of 20,000 people are one-legged, and 5% is 1/20, so 1/20*20,000=1,000 people are one-legged. That means there are 19,000 other people. Since half of these go barefoot, that means half of them wear 2 sandals. There are 19,000 sandals worn by normal people. 19,000+1,000 is 20,000 sandals in all.
