I've done a lot of research about copyrights and "fair use", and I think i have the answer.

Math cannot be copyrighted. One cannot claim rights to the equation 2 + 3 = 5. The way a person describes math can be, however.

A single math problem cannot be prevented from entering the public domain, just like people cannot claim rights to the definition of the word "problem". You can cite the math problem under the fair use doctrine and use it in whatever way you want. However, a larger piece of work, such as the sprint round, can be copyrighted because it contains a unique set of problems that are designed to illustrate certain mathematical principles. The dictionary contains the definition for the word "problem"; one cannot reproduce an entire dictionary and trade/sell it to other people, but one can openly discuss the definition of the word "problem".

If a math club owns a copy of, say, the 2006 target round, that math club can openly use it for its own people under fair use. However, if that math club started to reproduce the 2006 target round and began to mass produce it, fair use would no longer apply. When arguing fair use, the nature of the action is also considered. By mass distributing the paper, your action supercedes MATHCOUNTS's selling the problems, and then they can hunt you down

For goodness sakes! If something is beign used for monetary gain, it is not fair use.

Copyright Law, Section 107 wrote:
Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified by that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. In determining whether the use made of a work in any particular case is a fair use the factors to be considered shall include —

(1) the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes;

(2) the nature of the copyrighted work;

(3) the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and

(4) the effect of the use upon the potential market for or value of the copyrighted work.

The fact that a work is unpublished shall not itself bar a finding of fair use if such finding is made upon consideration of all the above factors.

AoPS says that you may not post complete contests. Do not argue about it.

AoPS generally allows you to ask questions about individual problems. Be thankful.

There's a heck of lot of ground in-between and off to the sides. The more you insist on defining the line, the more risk that AoPS (or MATHCOUNTS' attorneys) will set the line in a place you won't like. [Did you read the part about being discreet. Please.]

Going even further. You can always ask on the forum like how to find the area of a rectangle when you know the diagonal length and the perimeter. This way you don't even have to post the problem.
