Short of using a different computer on a different network -- one that allows you unrestricted access to the web -- I don't know. In the mean time to answer your question, Lagrange multipliers is a method that allows one to calculate maxima and minima of multivariate functions. If f is some function one wishes to find the extreme points of, and g = 0 is a constraint function that f must obey, then the extreme points of f occur where \nabla f = \lambda \nabla g. \lambda is the Lagrange multiplier.
